The Centre for European Constitutional Law - Themistocles and Dimitris Tsatsos Foundation, founded in 1995 in Athens, is a leading European research and policy institute dedicated to promoting democracy, fundamental rights, and good governance. As a non-profit organization, the Foundation’s mission is to strengthen democratic institutions, deepen European integration, and enhance international cooperation with respect for cultural diversity. Its work combines theoretical and applied research with institutional capacity-building, legal and policy consulting, and high-level training for public officials and professionals across Europe and beyond.
Its areas of expertise span constitutional law, justice reform, public administration, social and welfare policy, education, and sustainable development. Within its structure, four specialized units—on Better Regulation, Educational Policy, Social Policy, and Justice Reform—combine research excellence with practical reform initiatives. Guided by its core values of democracy, rights, and social justice, CECL continues to contribute to policy innovation and institutional development in Greece, Europe, and the international community.
The Foundation has earned recognition as a trusted partner of European and international institutions. It serves as the National Contact Point of the EU Fundamental Rights Agency’s FRANET network, holds Consultative Status with the United Nations ECOSOC, and participates in European Commission Twinning projects. The Foundation is also a member of the National Commission for Human Rights, the European Network on the European Social Charter (ANESC), and coordinates the International Association of Constitutional Law’s Research Group on Constitution-Making and Constitutional Change.
