The European Union's wide variety of national legal systems and this diversity, together with new Union legislation, has led to a need to provide support and information through a specific network to authorities dealing with cross-border cases. In this context, the EJN-civil was established by Council Decision 2001/470/EC of 28 May 2001 and started operating on 1 December 2002. Its legal basis was modified once in 2009 (the consolidated version of the Decision is available here). All Member States except Denmark participate in the EJN-civil.
The Network was set up to facilitate judicial and legal cooperation between Member States. Since its inception, it has been an important tool for providing support for the implementation of EU civil justice instruments in daily legal practice. It facilitates and supports relations between national judicial authorities through contact points in each Member State and thereby helps to facilitate cross-border cases. These cases may cover business, consumer or employment disputes, divorce, child custody or succession issues.
