EU Agency for Fundamental Rights

The European Union Agency for Fundamental Rights (FRA) was established with a legal mandate to provide independent, evidence-based assistance and expertise on fundamental rights in the European Union (EU) law domain.

The EU founded FRA as an independent body in 2007, and its headquarters are in Vienna. FRA's founding Regulation (EC) No. 168/2007 was amended in April 2022. Since then, FRA's areas of activity have been based on its programming document.

Its role is to provide assistance and expertise to EU institutions, bodies, and Member States, insofar as they act within the scope of EU law. 

FRA also works with local, national and international stakeholders, sharing evidence-based insights and expert advice with policy- and decision-makers.

The Agency aims to instill a fundamental rights culture across the EU and to help safeguard the rights, values, and freedoms enshrined in the EU Charter of Fundamental Rights.

FRA works on fundamental rights issues across all relevant EU policies. Candidate EU States may participate in the work of FRA as observers.

FRA offers self-training for online users through Moodle on its e-learning platform. This includes e-media toolkits, charter courses, and unaccompanied child guardianship.
