The course charts the position of local authorities and administrations in the EU legal system. It analyses their responsibilities in the application of EU law and describes their intervention on EU policy-making and legal standing before the EU courts.

This seminar will focus on the three most relevant procedural rights directives for lawyers, namely Directive 2013/48/EU on the right of access to a lawyer in criminal proceedings and in European Arrest Warrant (EAW) proceedings, Directive 2016/343 on the strengthening of certain aspects of the presumption of innocence, and Directive 2016/1919 on legal aid for suspects and accused persons in criminal proceedings and for requested persons in EAW proceedings. Similarly, the seminar will offer enhanced networking opportunities to participants through the implementation of activities designed to increase collaboration between EU criminal lawyers participating in the seminar.

This seminar will deal with, among other issues, the provisions of the EU Charter of fundamental rights in relation to asylum and immigration, the EU legal system regulating asylum and immigration (instruments and case law) and the legal assistance to immigrants and asylum seekers on the ground.

The first module of the training materials on access to justice for migrants provides an overview of the guiding principles on asylum procedural law. It allows participants to get an in-depth insight into the relevant international and EU instruments building the legal framework on asylum procedural law.

The three directives helped the Spanish system to improve and fix some of its shortcomings, despite the fact that only the directive on the right to access to a lawyer has been formally implemented through legislative reform in 2015.
